This Highfield Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England), also referred to as DILMACE 2023 qualification is the NEW and UPDATED recognised qualification currently available for CQC Registered Managers and those who lead and manage care and support services in the adult care sector in England. Note: You are expected to read ALL the information on this page.

This NEW 2023 Highfield Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) with Ofqual qualification number 610/1880/6 replaces the old Highfield Level 5 Diploma in Leadership and Management for Adult Care (RQF) that had the Ofqual number of 603/3594/4 which closed to new registrations on 31 July 2023. 

The new Highfield Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) is now the current Ofqual-recognised qualification for those who manage care and support services within the adult care sector and for CQC Registered Managers in England.

The qualification aims to develop learners' knowledge and skills in leading and managing adult social care provision and teams, responsibilities of leaders and managers, improvement and innovation, communication, values and behaviours, health and safety and professional behaviours of leaders and managers.

Qualification Enrolment Requirements

  • Location Requirements

    The learner must live and work in England, UK, to study for this Ofqual-recognised qualification.

  • Age Requirements

    The learner must be at least 19 years old. There is no maximum age limit.

  • Job Requirements for this qualification

    The learner must be working in a management job in a CQC-regulated care setting in England. The learner's job role could be director, nominated individual, manager, deputy manager, service manager, unit manager, etc.

  • Previous Work Experience in England

    The prospective learner must have work experience as a senior care assistant or support worker, or deputy manager in a care setting in England.

  • Language Requirements

    English. This qualification is delivered and assessed in English. Learners must be able to write in English.

  • Previous Qualifications Required

    None specifically. However, most learners working in a regulated care setting in England would already have completed their Level 3 Diploma in Adult Care (RQF) (England) or a related or equivalent qualification. Any learner not possessing these previous knowledge and skills will be provided remedial coursework to bridge the gap.

The Highfield Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) is the current Ofqual-accredited qualification for CQC Registered Managers and is recognised by Skills For Care as the qualification for Leaders and Managers of care and support services for adults that are regulated and inspected by the CQC in England. 

The Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) covers all the knowledge and skills requirements of managers in various care settings regulated by the Care Quality Commission (CQC), whether health care or social care, according to the requirements of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

You must live and work in England to do study for this qualification.

This accredited qualification is awarded by Highfield Awarding Body for Compliance (HABC). 

The Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) to provide learners with the knowledge and skills needed to manage, practise and lead others in adult care provision, in all care settings. 

Learners undertaking the Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) will acquire and use skills of leadership, mentoring, coaching and reflection through work-based learning opportunities.

The Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) is most suitable for those working in a managerial role in adult care settings who are looking to progress their career. It is also appropriate for managers who have not yet achieved a vocational qualification at Level 5. 

Completing the Level 5 Diploma in Leadership and Management for Adult Care (RQF) enables the manager to: 

  • Confirm occupational competence and "licence to practice" as Registered Manager. 
  • Confirm competence in an occupational role to the Registered Manager standards as required


The Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) is the most up-to-date nationally recognised qualification for CQC Registered Managers, and is based on the Health and Social Care National Occupational Standards (NOS), the Skills for Care Management Induction Standards (MIS), and the review of the old qualification following the pandemic. The NOS, MIS, assessment principles and qualification structure are owned by the Sector Skills Council, Skills for Care.

The aim of the Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England) is to guide and assess the knowledge and skills relating to leadership and management within adult care. Learners undertaking this qualification will be working in a managerial role in a variety of adult care settings.

As learners engage with the units of this qualification, they will learn more about how to develop leadership and management skills. Assessments

The learner has access to our e-Portfolio for assessments and assignments. 

Your trainer/assessor will assist you in producing a portfolio of evidence that provides evidence of your knowledge and performance. 

Assessments are flexible and involve a variety of assessment methods to be chosen and used according to the learner's circumstances including: 

  • written questions, 
  • oral questioning, 
  • professional discussions, 
  • observation of work-based performance,  
  • work-based evidence, 
  • personal statements 
  • reflective accounts 
  • witness testimony, 
  • and more. 


How long does it take – Duration of the course 

Flexible duration. 

Learners can complete the qualification as fast as they want, however learners must be aware that all assessments must be completed to the required Level 5 standard. 

This is a large qualification. There are at least 25 units to complete, requiring about 950 hours.  

The duration is decided by the learner, and the time it takes the learner to complete all of the assessment tasks.  

For managers in a busy job, this qualification can be completed in 24 months, if the learner spends on average about 1.5 hours daily on studying their learning resources, conducting practical work-based activities to boost their skills, and completing assignments and assessments.  

Learners should decide their duration based on how much time daily they intend to commit to their studies. 

Some learners want to complete quicker than 24 months, and they can calculate how much time they need to dedicate, based on the above. 

For example, if a learner chooses to complete in 12 months which is 52 weeks, then they should expect to study about 3 hours everyday, to complete their learning, practical work-based skills, and complete assessments.

If a learner has not completed the qualification within their chosen duration,  extensions are available, subject to terms and conditions. 


What certificates do you get when you complete your course? 

On full completion of this qualification, the learner will receive the full Highfield Level 5 Diploma in Leadership and Management for Adult Care (RQF) (England), issued by Highfield Qualifications (Highfield Awarding Body for Compliance - HABC). 

Awarding Body Certificates are provided in two forms, hard-copy originals, and digital PQF originals. There is no additional fee for certificates.

Career Path following completion 

Completing this qualification makes you fully qualified to manage a care facility, or health facility for adults or children. It makes you eligible for Registered Manager status with the CQC. 

Successful learners can also become Assessors and Tutors for delivering and assessing Health and Social Care qualifications.
